@Oketch

You can't make an allegation without quantifying it! Why do you say he underperformed? Your argument seems to be driven by a strong sense of personal hatred for him!

@Moses - Maybe you have been used to shitty service that you think it aint broken. What if some new blood makes you see the shit you have been living in? Then you'll scream if it aint broken again? C'mon, change of gueard does not mean that the previous occupier was underperforming, it just means there might be a new way of doing things and achieving greater results.

"If it ain't broken, don't fix it!" - Albert Einstein(or not). In my opinion, Ndemo would be the most qualified for this since we have seen what he can do! Case closed!

I need you skunks to educate me a bit, I thought with the new way of doing things in the Gov. we would see nominees who were experts in the various subject matters? I searched all day but did not see any I.T-related qualification for that ICT Cabinet Secretary? None at all, not even an online certificate in Microsoft Word? Why is that?

What i believe we are talking about here is a working functional bureaucracy that is somewhat loosely controlled by but not effectively changed by regime change. Think of the US bureaucracy. If Obama was to be assassinated today, there is unlikely to be a crisis as the bureaucracy would chug along with the laid down procedures.

I think detaching cabinet portfolios from politics allows the bureaucrats to settle in and performance contracts can finally be enforced. This is where the Ndemos of this world and leave the public antics to the likes of Sonko.

there is 1 qualification which will bring huge  impact even if the cabinet secretary was dumb. Integrity.......

While thinking outside the box i find it interesting that in Kibaki's government professionals were also put in the areas where they were subject matter experts, they then embarked on their jobs with such zeal and passion however we lacked various policy underpinnings that could sustain the momentum. Reading through the former presidents contribution to Parliament, he had mastered this country and knew the buttons to touch hence there was a reason he went for subject matter experts, none the less, we will give the new government appointee a benefit of doubt , he deserves a chance as a Kenyan.

the delinking of Parliamentarians being ministers was the beginning of delinking politics from economy. Ndemo was a visionary and set the vision. sometimes i think anyone with a good mind and a good set of researchers can come up with world class policies if they set their minds to it....wouldnt any of us do the same? simple just study world leading ict ideas and replicate! but then again there are buses

Some things need to be seen to have some form of continuity. That's why you have security of tenure in other areas - judiciary, for instance

I wouldn't support a system that is disrupted every 5 years. There are some posts that need to be replaced if the incumbent has doesn't perform, resigns (willingly or otherwise), is hit by a bus (thanks Martin) etc, not just because of regime change.

Ndemo's post is one of them, in MY opinion

Hehehe, @Martin, that explanation of bus factor is totally hilarious!

"Getting hit by a bus" could take many different forms. This could be a person taking a new job, having a baby, changing their lifestyle or life status, or literally getting hit by a bus

This statement makes one feel that the Kenyan ICT industry has such a low bus factor .... http://en.wikipedia.org/wiki/Bus_factor

Martin.

... I do not say Dr Fred will not do it but I would have wished for Ndemo to be the driver...
