I haven't, but I know Safaricom does. I was almost deploying, but the cost was a bit on the higher side, and the aspect of owning the equipment wasn't interesting, though they can distribute the cost to several months. I don't know if there is any other CSP doing (assumming CSP == Communications Service Provider).
