@Mark, what are the criteria for a failed state? These are my thots, imho.

 

- Bad Governance

- Lack of commitment to rule and respect of law

- Lack of commitment to international treaties and conventions

- Lack of sustainable self rule

- Abuse of office at National Levels

- Massive economic crimes and corruption

- Lack of protection and due process for its citizens

 

The list is growing but you may add too. :-)
