If $130 wouldn't make a dent, despite lack of 4G in Kenya, I'd still advise you to be 4G-ready.
If we ever get 4G, don't worry, your 4G-ready iPad would be among the first to pick the signals. Doesn't matter which country the iPad is purchased from/in. And if you ever pick "test" 4G signals in the near future, spread the WORD!
