*I think* the idea of a slot is to decrypt the encrypted signals, but using the idea of FTA channels you would not require a card unless you wanted to watch the encrypted channels and would therefore acquire a card from the particular vendor. I think the other stations charge akina Startimes because StarTimes also charge for the same, or place them in chargeable bouquets.
