I second Ikua totally.There govt agencies out there like FCC in US tha t vigourously advocate for fair competition and business practice that only leads to tangible benefits for the consumer.Bashing ISPs for these high costs wil not achieve much if the regulator does not flex its muscles in enforcing tougher policies. So instead of charging very low amounts for small connections, it makes more business sense to sell not-so-small bundles, therefore, they double your bandwidth instead of halfing the cost.
As much as we'd love to pay less, ISPs are in this for profit. How much profit is another topic.
