we already have a data network which is seriously underutilised...what's the point of taking internet to a school with hungry kids?
 
also the 2.5 GHz in the country is not enough because it's with the military...MTN Business CEO was in news yesterday saying as much
 
as for ISP's laying out fibre in high class areas it makes business sense what the GoK would have done initially was to either lay out the fibre itself and allow all operators to use (at  a fee ofcoz) or allocate specific areas to specific operator e.g westy to AK,msa road to KDN e.t.c rather than what we have now ...digging everyday (check out mombasa road they are always digging and even CBD)

And the reason why data penetration is less than 10% is because of lack of a viable last-mile option. So the net infrastructure provides this, and much more.
