The underlying problem is that there is no standard rate even within a bank.  CBA for example has a rate that's on the board in the bank lobby and on their website, a rate they give to the Nation, and a rate that can be negotiated on the phone.  None of those rates are the same.

OANDA is the 'standard' but it's expensive to use and the API is poorly done.
