I tend to think any company in the US is subject to the patriot act so doesnt really matter what the policy says, US govt will have access to our data. I suppose Google has bought over 100 startups in the last 2 years. If you can't beat them in what they do best, buy them out. It only makes sense for Facebook to buy WhatsApp, and if I were a Facebook shareholder, I would laud such a move.
