They are. It's just that their fitness is wanting. They do not have facilities, nor the urge, to keep fit.
It's not only Kenyan Police though. I've seen this in Europe (UK and CY), Singapore, Hungary, Dubai and Sri Lanka so it's not uncommon. However, in those countries, no citizen can dare a Police Officer to the extent we've seen in KE.
