[Skunkworks] Any Licensing required for Online Radio and TV ?

Hello everyone, To those that are familiar with Kenya's legislation, What would I need to abide to in case I was to start an internet based Radio or TV station? For instance do I require some license from CCK or any other body? Are there international laws that govern this sector?
