[Skunkworks] Fair Use Policy implementation

I have a situation where I have a 1Mbps symmetric link to share between 30 people. Assuming that these 30 people. I'd like to implement what I'd refer to as FUP (Fair Usage Policy). If 30 people are connected, I'd like each of them to get 1024/30 both ways. If 8 people are connected, let each one get 1024/8.
