Having the programmer meet certain criteria is important for instance oDesk [odesk.com], they have member accounts and members have to do tests in the languages they code in, grades are awarded just like in ordinary exams. Before a programmer is hired the client has the opportunity of looking at the programmers grades bearing in mind that the client can as well specify the language to be used in the project as well as minimum grades the programmer should meet.
