In a nutshell, broadcast signals pass through an AV MPEG-2/4 encoder, to a switch, a remux, scrambler, then digital dvision unit feeds a digital modulator, to a splitter, then to a transmitting station.
The transmitting station feeds the encoded signal to the base transmiters to the digital set top box which decodes back to ananlogue for analogue TV reception.
I suspect the Soloist unit sits between the digital satellite receiver and the MUX.
This unit supports HD encoding which could mean that KBC/Signet will have the capability to broadcast HD transmissions.
Funny, the set top boxes KBC approved are not HD ready....so many will be "forced" to dump them for superior HD transmissions later....

The feed you saw was a digital signal. I suspect there was a problem during decoding which sometimes brings that screen.They can be excused since digital broadcasting is on test phase.
