People have different strengths, some have their strengths in expressing themselves in writing  - like through CVs, others verbally - the interviews you are talking about but I thing its only fair you judge talent based on the output of the work done. There is a very high possibility that the persons you both interviewed had problems in presentation and wish you assessed them based on their work output.

Also remember, talent means different things to different people and probably you did not know what you were looking for in the CVs hence made a earlier conclusion of highly talented candidates.

I must have failed to express myself in a better way. I have interviewed people before, having picked them based on what was on the CV. When it came to the interview proper, I realized that some CVs are made of copy-pasted material. From that time, I realized that I could coin the word "paper tigers" and it holds true, if any of you ever interviewed people. For that reason, I never take papers very seriously.
