[Skunkworks] iPad WiFi only vs WiFi plus 4G

Someone I know is considering buying an iPad, and the difference in price between the iPad WiFi only vs WiFi plus 4G is $130. Can anyone confirm that they're getting "4G speeds" in the Nairobi area, or at least "3G speeds"? Does it matter which country the iPad is purchased? Thanks. Erick
