This is utter rubbish. I have traveled through many cities in the west and I have never found one that you have to pay to take photos with a hand held. In some places I have even asked cops to pose in the shot and they do it so gladly.

Another thing, when tourists visit Nairobi are they asked to pay the 2600?

I actually visited the City council and they advised me that I needed a letter from the Ministry of information!

They usually charge 2600KES per day for taking pictures of buildings and monuments.

I was wondering why they should have such bureaucratic processes while for my case am doing this on a voluntary capacity
for a non-commercial endeavor under the umbrella of the Wikimedia Foundation.

After capturing the photos I will upload them to WikiCommons under the CC license.
