You can buy GSM gateways directly from 2n.cz and get them in 4 days!! I've done that severally. These units can use either SIP or H.323 and you get free H.323 license. Oh, and I mean their VoiceBlue Enterprise (VBE) or the OfficeRoute (OFR) models, the later being the successor to the former. These units take 4 SIM cards and are IP based (obviously). If that's like what you are looking for, then I can help you get the number of pieces you require. The cost for an OFR is USD 958 shipped CIF, and another 13k for Customs, KEBS, Clearing Agent.
