However, the end product is that the frequency will be available to be used by all. Ideally, I THINK that one transmitter will be set up to serve one area and then leased out to several operators to provide the service on several channels.
As Ndemo clarified the backbone will be NOFBI, it seems then that the government will be involved in the set up.
