I believe there still are quite a good number of road-side vendors who sell SIM cards without requiring an ID.

Only true if the SIM card(s) you have were bought before the registration requirement was enforced.
I think Ujanja needs to be more intergrated with the police than a product
of a private company's efforts to phone theft solution. EADH ofcourse need to make their money.
