It is the perfect time to introduce green tech such as solar so we can chose to develop without adding CO2 emissions. Before people will buy Internet modems they need to learn to use the Internet which is currently unavailable in most villages. Thus an icebreaker is necessary for people to "buy in" to the technology. And before someone can buy a computer they have to learn what it is, how to use it, and have the income necessary to purchase. The goal of the kiosk is to teach the people why computing and the Internet are relevant to their daily lives. THEN they buy computers and Internet modems. The cyber cafes were replaced by Internet modems in urban areas. I think one of the risks of Rural Internet Kiosks are primarily the Internet modems, rural electrification and reduced computer prices; which is not such a bad thing.
