I think they should be notified. I challenge web developers to harness this opportunity. Many government websites are good and do what they were made for i.e. may be to convey information or certain functions.
Times are changing and when someone looks at a government website and sees such thing. It reflects on us developers, designers and "people who do cool stuff with computers".
They MAYBE asking themselves do they have designers. Just an assumption.
These websites lack Human Computer Interface and User Interface design. Visually disgusting.
This is a gold mine.
