1: 100% blockage is a LOT of trouble, and sooner or later, some smartass shall circumvent it (been there, done that, didn't even get the damn t-shirt).
2: Being university kids, they are old enough to know what's best for them - if they choose to spend all their online time on some brain-rotting fb game, rather than researching their projects on say, wikipedia, let them. Quit nannying grown-ups (for varying definitions of grown up).
3: Split traffic - create multiple traffic pipes at the router level, pipe fb (and any other undesirable) traffic to some low-bandwidth one. That way, they still get their fb, but don't affect those who are busy studying.
