[Skunkworks] Is there a shortage of good PHP programmers?

Good people, I have been looking for a good programmer, versatile in CodeIgniter. I also know a few other people looking for ninja PHP developers but are yet to find anyone suitable. Is there a shortage ama are we looking in the wrong place?
