My Point exactly pay, get reconnected then complain once exact cause is know and there is sufficient evidence to the providers fault or negligence for the downtime.

I think that's not how these telcos work. They have a term in contracts called 'force majeure' which basically means that the company bears no liability for outages caused by natural phenomena or 'Act of God.'

The company will argue that what caused the base station to go down was actually an 'Act of God' and so it does not owe Watson anything.
