What external regulations? Does those regulations apply to other such service providers? Im saying this because i have been using moneybookers to receive money into my account without a glitch and still does.
I don't know about Paypal and Kenyan Bank accounts coz I talked to some officials a couple of weeks ago specifically on this issue and they said nothing has changed as of now. The problems they have with kenyan Banks are because they have to follow "external regulations" that prevent them from sending money to Kenya. So it's Paypal that is deliberately doing it.
