I'd say, to each his own. We all have our own patent processes for hiring IT Managers, so let the poster ask his own set of questions.
Quite an interesting one. To me, while skills and experience are important, I would largely look at academic/professional qualifications and the attitude-can do it and willing to try it attitude, and all others are acquired over time. In fact, this reminds me of an interview I attended at KQ some years back. And when I look back, all I say is well, May be it's the reason they have as a company posted "very good" results YoY.
