I'm not at all surprised by the ad, it is typical of the so-called ICT4D sector (ICT For Development), and the development sector in general (the "NGO-industrial" complex as some would call it). This is the basic modus operandi: - after consulting with non-local experts, fly in a non-local person for a few weeks of training/familiarization - the person recruits a few locals (part of "keeping it real"), mostly as drivers, admin assistants etc - based on this crash-course, the person does "their thing" and becomes an expert of sorts - results are published and discussed, mostly in non-academic blogs/journals - everyone claps and is in awe of the progress (and of the newly-minted expert) - the newly-minted expert joins the cadre of non-local experts, ready to dispense their advice to future non-local ICT4D-wannabes - rinse and repeat My apologies to the few truly good apples in ICT4D for the broad characterizations. There was an article the other day about how to involve locals in ICT4D projects and I mentioned that there are quite a number of ICT4D projects in Kenya yet almost none of them see it fit to have any sort of significant involvement with the local tech community (methinks skunkworks-ke would be a decent place to start). The only visible ICT4D project I'm aware of that has a significant number of locals in positions of influence is Appfrica (http://appfrica.net/ and http://appfricalabs.com/), based in Uganda. Google-search on ICT4D and witness the increasing talk of "abundant opportunities" in Africa's mobile sector. It reminds me of early "explorers" (Stanley, Livingstone et al) and their talk of Africa's abundant natural resources. Then the talk was cloaked in "spreading Christianity", now it is cloaked in "spreading development". My apologies again to the few truly good apples in ICT4D.
