I would say that from my experience, base level digital literacy is what your target group require, and are receiving from multiple sources.
This not withstanding, the scope should ab initio be determined by the convenor of the training.
Though I wonder why you have to "develop" your own curriculum for this target group,I would say there are sufficient sources from both open source and proprietary organizations.
