If you were following, @simon said that GoTv had to go for the open decoder option, So I don't think its a must for NTV,KTN and Citizen to give their signals to be carried by GoTv and startimes.
The Communications Authority of Kenya does say it's a must for StarTimes and GOtv to carry the three media houses' channels (or rather, at least 5 free-to-air channels). And StarTimes and GOtv actually say they're doing it only because they're required to. But then they're not fulfilling this requirement for their customers who haven't paid the unlocking fee.
