That would lead me to believe also that maybe there is a third party sponsor to this project that has specified that its for US college students.

My 2 cents tells me Nokia would prefer to get students in US colleges to do this. For one its a process and a half to get past the tough US immigration laws to allow aliens to work in US. A student in a US college would in this case already have a permit that allows them to work 20hrs a week in US among other things.
