Rwanda has already implemented the system...i experienced it when i was there.Smart Bus was not a Govt initiative but a private sector one and i think it did not work coz i dont see the buses anywhere now
I think the problem with the smart bus is that the government tried to side step the existing public transport systems. The smart buses are too few to actually get any benefit from them. The only way they can achieve this is by implementing this model to every bus/shuttle/matatu on the road the same way they did with seat belts.
