Political Scientists and diplomats will tell you the language used in a statement issued to the public usually relays the intended meaning with or without saying it explicitly.

HOPE FM signal was last night interfered with, by a foreign signal. They do not say 'We forgot to switch off X device and signal Y interfered with our signal'! I'm pretty sure their engineers would know if they forgot something. We are all techies and sometimes we forget to do something and own up later.
