The online specs will tell you the number of users a station can support. Better ones (http://www.apple.com/airport-extreme/specs/) can support 50 and you can have multiple stations extend that base station to support more people (100+).

Subcontracting is a good idea - but work with the person so you learn and then take a cut of the fee if you go down this route.
However, with a small office, I would just do it wirelessly and do no cabling at all. You can buy a wireless router/firewall/WAP pretty much anywhere for 5k-10k Ksh and it will support 10-15 people no problem. There's no need for cabling.
Unbox the device, plug it in, update the software/firmware, go through every page of the web interface and Google about everything you don't understand, then reboot (it's always good to do this before clients are on it in order to confirm that reboot works as expected).
Also, buy a small UPS (650Kva) and have the bell disabled so it doesn't beep during power fluctuations (any shop that sells them can do it for you).
Also, try charging more than you think you should. You'd be surprised how often you can get it if you're a good salesperson.
