There are cheap phones, with the data capability that is necessary to keep in touch with the digital world in a cheaper way!! If the Kenya Radiation Board don't have their way vision 2030 may be achieved sooner than 2040 give or take (mostly give) x years, where x is a number dependent on the political atmosphere and policies put in place by our leaders....
Perhaps for connectivity, phones that have 3G, GPS, WiFi, Edge or any other tech. for data transfer will be the pioneer to connectivity even in the 'rural' parts of Kenya! I think!
