@Kennedy @Steve It actually can. I've done it countless times. the version of the XE can be taken into consideration. I've used 10gR2 and 11gR1/R2. the 11g Version has been upgraded to included major administration functions found in entreprise and standard editions.
@Julianne U can also use the Oracle APEX as a web tool for administration. Its shipped free in any post 10gR4 Version, u jst hav to enable it. ....and Its free. I hope these would be of help.
