Should be 6%(VAT withholding), during your 20th VAT submission you're required to submit remaining 10%. According to KRA,  this is not a new tax being introduced but a reinforcement to ensure taxes are paid. http://www.kra.go.ke/notices/pdf2014/Withholding%20VAT%20guidelines.pdf
