The only limitation is the number of analogue ports available on the
existing PBX which will also determine the number of concurrent calls
going forward. In order to add new users you may opt to add SIP
Extensions on the Asterisk box as opposed to adding or buying a later
model.

For me this is not Theory I have successfully implemented it using a
Nortel Blackbox and Openworld has done the same. There exists tonnes
of documentation, to assist any willing to dip their toes.

This is very well, but do you want to get a whole E1 and do call distribution for 24 analog sets? I think the best option is to get a IP PABX to enable the office exploit all the benefits of digital trunks plus IP telephony.
