I think it is not normal for a sub-marine cable to be regularly down as we have been experiencing with TEAMS. So that&#39;s why it does not make sense to own the cable repair shop as it will only be needed probably once in a couple of years.<div>

<br></div><div>With TEAMS, is has become a weekly occurrence. I think this year alone TEAMS has been more down than up. Either there is something tragically wrong with the whole conception to implementation of TEAMS or it is just the nature of public-private partnership to just  never work.</div>
