Just to appreciate the current state of affairs the billing for prepay power follows the same model as postpay power using the structure;-
First 50kWh:     2.00kshs per kWh
50 to 1500kWh:    8.10kshs  per kWh
Thereafter:    18.5kshs  per kWh

All other factors held constant(the so called levies, adjustments and forex fluctuations)

At the start of your billing cycle, if you buy say 500shs you are bound to fall in the first bracket and your 500kshs will give you more units. If say on your first purchase you decide to buy power worth 5,000kshs you will definitely fall beyond the first bracket where your kshs/kWh will go up. The implementation of the rate change affects every token such that if you were buying like for the second or third time and you give 50kshs you might be asked to add more money to get a token not because the token costs more than 50shs but because the cost per unit is being spread upto the first token you bought as you may have crossed the brackets listed above.

Postpay power was simple because the number of kWh consumed it captured once and the brackets above applied once and you get a single simple rate across for your bill.

WARMALevy 6 cents per kWh (if someone can explain why on earth this is part of our electricity cost, please let me know!)
ERC Levy 3 cents per kWh
REP Levy 5% of the base rate
VAT16% on everything except the WARMA, ERC and REP levies and Inflation Adjustment
(Prior to 2 September 2013, consumption less than 200kWh was exluded from VAT, and VAT was charged at 12%. These concessions were removed in the VAT Act 2013.)
See, the above rates are variable - which means they will have probably changed  - hence your problem. 

Maybe, the campaign should be to have your bill broken down - which I think is done if you buy tokens a ta kiosk, rather than on M-Pesa.

So they first bill you for all the forex, oil, rural electrification, erb .

From the remainder, they bill you for units.

Units are also billed at different rates depending on how many you buy. So at some point, you will get lesser units for more cash.
