I am really trying to restrain myself from replying to this thread. Let me just realign the intention without visiting any grammar.

Strategy alignment-It is the responsibility of CEO, directors and/or Managers to set(formulate) strategies. They can outsource from someone to align organization towards company's strategic objectives.
Policy Formulation- This is where Joseph is, he wants someone who can actually use the information around the company and his expertise to formulate policies. I guess "Policy use" has the same meaning as policy implementation(I guess), which is in-house process driven by management and using the word "use" is vague.

Anyway we all graduated from Nairob* Schoo* of Aviation in one way or the other :).
