Yep. Just buy a local line. Having travelled *a lot* in Africa, its the cheapest, fastest and best option. Even if you buy at the airport which is more expensive than the streets, its saves you the extra costs of receiving calls, plus the headache of roaming where you get mara conjestion, sms delivery after 2 days, calls not going through, one way audio or no audio at all na kadhalika.
