I don't think they want to arm twist them to make win8 phones, it is rumoured that M$ are making more money from Android manufacturer's than is coming in from their phone division, so they would like to rope in as many as possible - They already have deals with about 8 manufacturer's so far and Huawei will be a nice addition for their royalties :-)

The Chinese telecoms giant Huawei has confirmed that Microsoft is demanding royalty payments from it over products using Android software. Think they want to arm twist HW to start producing Windows 8 phones ;-) The more things change the more the remain the same.
