Yes, with "delay pools" if you use squid.

..but make sure you can wrap your head around the technicalities within "delay pools". Read the available docs from Squid FAQs and understand its implementation.

You did not say why you want to control bandwidth though. We could have given you other ideas around the problem itself - which you did not define.
