
My two cents on this. The solution lies in a very simple solution. Do what others have done and worked instead of re-inventing the wheel. Solution is to be very punitive to traffic offenders such that once caught on wrong, the price is so heavy that you will not dare repeat. Then Use ICT as enabler to achieve this! And this is where the cameras would assist. Have cameras installed on all the major roads and highways in the country. Have a traffic management system that manages the online & manual images from the cameras. Any offending vehicle has its details automatically captured by the cameras. In addition have a team monitoring the cameras and where an offense is detected, the particular vehicle details are captured via manually initiated process The Integrated Traffic management system (ITMS) is then integrated with KRA registration system (KRS), Police records system and Traffic Court Management System (if it exits) Once you are caught by the cameras on the wrong, this what happens 1. A ticket is raised automatically by TIMS for a fine of amount (a), a copy is sent to Police Records System (PRS),Traffic Court Management System (TCMS) and the vehicle owner using the details from the KRS. Offender requested to Pay in y Days 2. If after the y days, no payment is made, a reminder of 1 above is sent with 20% penalty and a new grace period of Z days. New amount is 1.2a 3. If after the z days, the penalty payment is not made, 50% of outstanding is added as penalty and TCMS issues a warrant of arrest to PRS. New amount is owing is 1.8a 4. PRS executes the arrest, offender is held in remand until all outstanding amounts (1.8a) paid. Then the courts process takes its course on offender. Source of funds for the project: 80% of the penalties paid from the system go to the entity established to manage this system while 20% goes to government.
