Countries which have modified their laws to conform with IT gadgets and other tech devices all agree in law that unlocking a phone is not illegal - and there was a landmark ruling in the US about jailbreaking & unlocking iPhones which has been declared NOT illegal, while it is also legal for the manufacturer's to make it as hard as possible for you to unlock. However devices like the iPad & Tablets are not covered in this law in the US.
