I'm not aware of Kenya handling those particular problems. And if there were a welfare system in place I have no doubt like maize and education, the money would be stolen. In many other countries, the govts do this for their citizens, besides the necessary health care and other benefits :
- Housing Benefit is to help those who are on a low income or unemployed to pay their rent
- Unemployment benefits are payments made by the state or other authorized bodies to unemployed people. It may be based on a compulsory para-governmental insurance system. Depending on the jurisdiction and the status of the person, those sums may be meager, covering only basic needs (thus a form of basic welfare), or may compensate the lost pay somewhat proportionally to the previous earned salary. They often are part of a larger social security scheme.
