swali: (OT) I've been wondering why do people quote for products without VAT and VAT is something that most must pay? and VAT doesn't change every day?

Mainly a marketing gimmick - makes the prices look lower than the actual amount you will fork out.

For those dealers who play monkey games with the Taxman, it's a way of telling you there are 2 parallel prices at your disposal.
