Maybe the confusion is from those Business Ed classes we all did:

Private Limited Company from 2 to (i think) 49 share holders (not obliged to publish 
Public Limited Company from 49 shareholders and up (obliged to publish annual results in media)

So safcom is a public limited company in that sense

Zain qualifies as a private firm, since it does not sell shares at the
NSE while Safaricom does it.

My logic here is private is an entity which is not controlled by the
government directly!
