My point exactly, you have it inverse. The longer the prefix, the more specific the route.
/24 is *longer* than /21 - check the wild cards and subnetting concept :) Usually most ISP wont accept longer than that. /24 is 11111111.11111111.11111111.00000000 /21 is 11111111.11111111.11111000.00000000 Wilson./
